The Ministry of Foreign Affairs of the Federal Democratic Republic of Ethiopia;
Based on Ethiopia's desire to continue contributing to the unity and development of Africa;
Mindful of Ethiopia's responsibilities as a host to the OAU, UNECA and other international organizations;
Recognizing the need for liberalizing the visa issuance procedure for representatives, officials and experts traveling to Ethiopia for official business with or to attend meetings of these organizations;
Article 1

Representatives, Officials and experts holding diplomatic or service passport of Member States or Laissez-passer of the OAU and traveling to Ethiopia to attend OAU meetings, seminars and workshops and other official functions are permitted to enter Ethiopia without visa.
If the need arises for extending their stay beyond 30 days a request for extension should be submitted to the Ministry of Foreign Affairs through the OAU Secretariat or the resident Embassy of the country of the concerned official.

Representatives, officials and experts holding ordinary passports of the OAU Member States as well as holders of diplomatic, service or ordinary passports of other states or a UN Laissez-passer and traveling to Ethiopia to attend the meetings and activities of the OAU shall be issued business visa on arrival upon presenting an official letter explaining the purpose of their travel.

Representatives and officials of the organizations listed below and other organizations of similar nature to be decided by the Government, traveling to Ethiopia for official business or to attend meetings, seminars and workshops shall be issued business visa on arrival upon presentation of an officials letter explaining the purpose of their travel:

The Arab Maghreb Union (AMU),
-
The Common Market for Eastern and Southern Africa
(COMESA),
-
The Economic Community of Central African States
(ECCAS),
-
The Economic Community of West African States
(ECOWAS),
-
The Inter-Governmental Authority on Development
(IGAD) and
-
The Southern African Development Community
(SADC).
Article 2
Representatives, officials and expert traveling to Ethiopia for official business with or to attend meetings, seminars and workshops organized by the UNECA and other organs and agencies of United Nations shall be issued business visa on arrival upon presentation of an official letter explaining the purpose of their trip.
Article 3
Resident employees of the OAU, the UNECA, other organs and agencies of the UN as well as other international inter-governmental organizations and their dependents shall be issued multiple entry visa, for duration of two years.

- For foreign nationals
who are Ethiopians
by birth, multiple
entry tourist visa
valid for 6 months
can be issued
Remark
For
foreign nationals
who are non-residents
of a country where
Ethiopian Mission
is represented/accredited,
tourist visa can
be issued by the
Mission upon request
if the visa applicants
are from the list
of tourist -generating
countries.
